Harvey Rishikof to Speak About Cyber Security as the Paul Miller Distinguished Lecturer

Former Dean of War College will address cybercrime, cyber espionage and cyber war, along with privacy issues and state authority.

Harvey Rishikof, the former dean of faculty at the National War College at the National Defense University in Washington D.C. will speak at Rutgers Law School on Monday, April 4, 2016 at 5 p.m. The title of his talk is: Cyber Law and Policy: A Framework for the 21st Century.

The talk is free and open to the public. Those who wish to attend are asked to pre-register.

Rishikof is a senior counsel in Crowell & Moring's Privacy & Cybersecurity and Government Contracts groups in Washington, D.C. and former dean of Roger Williams University School of Law. 

His talk will take place in the Baker Courtroom in Room 125 in the Center for Law and Justice, at 123 Washington St. in Newark.

Over his career, Rishikof has held multiple positions in government focused on national and cyber security investigations. He most recently served as senior policy advisor to the National Counterintelligence Executive, the agency responsible for counterintelligence and insider threat management across the federal government. He also served at the FBI as a legal counsel to the deputy director of the FBI, focusing on national security and terrorism, and as liaison to the Office of the Attorney General at the Department of Justice.

Rishikof recently worked as a law professor at Drexel University, teaching courses in national security and cyber law. He currently serves as an outside director to CBI, Baton Rouge, LA, chairing the company's Government Security Committee - CFIUS. Harvey is also the chair of the American Bar Association Advisory Standing Committee on Law and National Security, co-chair with Judy Miller of the ABA National Taskforce on Cyber and the law, and a lifetime member of the American Law Institute and the Council on Foreign Relations.

The Paul S. Miller Distinguished Lecture

The Paul S. Miller Lecture is made possible by Rutgers Law School alumnus Paul S. Miller, Class of 1962, and his wife, Carol. Each year the Miller Lecture features a major voice on such topical issues as balancing national security and individual liberties, the legacy of the civil rights movement, and governing in a period of fiscal hardship. The lecture on health care reform and medical education was presented by Rutgers University president Robert Barchi.

Paul Miller received his bachelor’s degree from the College of Arts and Sciences at Rutgers University in Newark and his L.L.B. magna cum laude from Rutgers Law School. Born to immigrant parents, Miller rose to the top of his profession, becoming executive vice president and general counsel for Pfizer Inc. He was a key contributor to the outstanding reputation of the corporation's law department and board of directors.

Paul and Carol Miller also generously support a full-tuition scholarship and funding for expanding international opportunities and policy research at Rutgers Law School.
