Announcement of Student ID Number Conversion

Students at all campuses of Rutgers, The State University of New Jersey will be assigned a new student identification number effective February 13, 2006.

Currently a student's social security number is the default student identification number except for (International) students who do not have a social security number, or individuals who have requested a substitute student identification number through the Office of the Registrar.

The new student identification number will be known as the "RUID". The RUID will be a 9 digit number as is the current student ID #. The 4th and 5th digits of the RUID will be "00". For example, an RUID might be 123004567. There are no social security numbers assigned with 00 as the 4th and 5th digits. That means no student will have an RUID that will, by coincidence, be someone else's social security number.

Any student who currently has a substitute ID number (i.e. an ID that is not their SSN) that has "00" as the 4th and 5th digits will be assigned their current number as the RUID. Any student with a substitute ID number that has digits other than "00" as the 4th and 5th digits will be assigned a different number in the "00" format as their new RUID.

Faculty and staff identification numbers are not changing at this time. The University does anticipate that it will develop RUID numbers for faculty and staff in the near future.

The University will continue to hold social security numbers on students, though the SSN will no longer be the default student ID. The University requires SSN to process financial aid, for various medical records, for payroll and for various student accounting functions. Only those offices that require social security numbers to perform their functions will request SSN from students. Offices requiring SSN will adopt appropriate security precautions to protect SSN and any online transaction requiring SSN will be encrypted.

Former students for whom the University maintains records in the Student Records Database will also be assigned an RUID.




FAQ – Newark Students

Why is Rutgers replacing the current student ID number with the RUID?
The social security number is used as the record number for many sensitive pieces of personal information including financial and medical records. This and the growth in the crime of identity theft have raised concerns about the easy availability and non-essential use of social security numbers. In response to those concerns the State of New Jersey has recently adopted legislation that will prohibit the display of social security numbers on class rosters and other similar documents. By converting the student identification number to the new RUID, Rutgers will not only respond to the requirements of the state legislation, it will also substantially reduce the use and availability of student social security numbers within the University and enhance student privacy.

How will current students learn what their RUID number will be on February 13?
Students will be able to obtain their new RUID in the following ways:
  1. Using their netID and password students will be able to look-up their new RUID online. The on-line look-up will be available beginning February 13th, 2006.
  2. Students who log-on to 'MyRutgers" as of February 13, 2006 will see their new RUID displayed on their page after log-on.
  3. While all students are encouraged to have or obtain a netID and to access their new RUID using netID, those students who do not have a netID will be able to obtain their RUID number by contacting their campus Registrar at the following phone numbers:

How will new students obtain an RUID number?
New students will have been assigned an RUID during the process of submitting their admissions application to Rutgers. Persons applying to Rutgers will still be asked to provide their social security number when applying in order to facilitate the processing of financial aid, crediting of student accounts and verification of immunization records among other concerns; however, the social security number will not be the default student ID number for new students.

What will happen to student ID cards in Newark campus?
Current students will be issued a new card with the new RUID number. The RUID number will both be printed on the new card and encoded in the magnetic strip. There will be no cost to students for the new card when the old card is turned in. Existing photo on file will be used for the new cards.

Distribution of the student ID card showing the new RUID number has been temporarily suspended in order to upgrade the equipment that supports production of the new ID cards. Distribution of RUID cards as previously scheduled is delayed. Updates will be posted to the distribution schedule available at the Newark Business Office Web Site. This does not affect the use of the new RUID number which all students should have looked up and begun to use in place of social security number.

At the Newark campus, new RUID cards will be distributed by school. They will be distributed starting March 7, 2006. Place and hours during which new cards will be distributed are:
